Born the second youngest of the sisters, Phoebe Halliwell takes up reigns as the middle sibling between Piper and Paige. As a fulfillment of the Charmed Prophecy she was born with the power of premonition, a gift that would grow and evolve as Phoebe grew into her Craft. Seen as the eccentric spell caster and heart of the Charmed Ones she is the mellowest when it comes to magic and destiny, believing that everything happens for a reason.

Before the development of her later powers, levitation and telempathy, Phoebe was seen as the most vulernable of the sisterly trio because she only possessed a passive power. In an effort to make up for the lack of an active power to use defensively against demons and warlocks, Phoebe studied many variations of self-defense techniques fine tuning the skills she learned into her own unique style of "street-fighting". The premonition-proned witch eventually became a highly skilled and accomplished fighter, as she was able to hold her own in a fight against the former prodigy of a powerful Zen Master as well as many other varying agents of evil throughtout her time as a Charmed One.

Once denoted as an aimless drifter through life Phoebe's destiny to help innocents helped her gain a purpose, which crossed over into her professional life leading to the end of her job jumping days. After returning to college and earning a bachelor's degree in psychology she lands an eventual job as an advice columnist for the San Francisco newspaper, "The Bay Mirror". Her inspiring and thought provoking advice loaned to her becoming a hot commodity as she pulls in a large amount of readers, boosting sales of the daily paper.

Known as having the most tumultuous love life of the sisters due to her many, and usually short-lived, love affairs Phoebe finds the love of her life in the former ADA Cole Turner. However, the pair seemed to be "doomed lovers" as she was a witch and he was a century old half-demon sent to kill Phoebe and her sisters. Despite this the two continued to fight for their love and eventually married, all the while Cole had become fully human and the Source of All Evil in-between the trials of love. When Phoebe discovered she married the Source, she sadly vanquished her husband with the aide of her sisters.

During the alternate season five Phoebe was surprised when Cole returned from the grave once again a mortal, but imbued with demonic powers. Phoebe contemplated the meaning of this, but decided to give her love for Cole another try. Throughout the season the marriage was tested with returns of old flames, as well as questions of children and their future together. Phoebe was determined to stick it through with her husband, and Cole eventually made a decision to relinquish his powers to become a simple man to avoid passing down the burden of demonic powers onto his and Phoebe's children.

After a second marriage proposal from Cole, Phoebe said yes hoping that a second marriage done the right way would annul the sins and looming darkness of their original dark wedding. At the start of the new season Phoebe is eagerly planning a "hands fastings" that will send her and Cole into a stronger marriage and commitment than the previous one before.
